- To Taxpayers Who Take Part In Electronic Filing

- Thank you for taking part in our program for taxpayers who file their 1988
- individual tax returns electronically. This is the fourth year the program
- has been available and it is expanding to a number of new areas.
- We expect that electronic filing will enable us to shorten the average
- time needed to process returns and issue refunds. Processing electronic
- returns can take 2 to 3 weeks less than paper returns. We cannot guarantee
- a refund within a specific time, however. Errors in the returns or problems
- with transmission or processing, can delay an electronic return.
- Electronic filing automates most manual steps needed to process paper
- returns. As a result, processing is faster, less expensive, and closer to
- being error-free for electronic returns than for paper returns.
- As with a paper return, you are responsible for making sure that your
- return is filed accurately and on time. Electronic filing does not make it
- more or less likely that we would audit your return.
- If you want, you can have your refund directly deposited in your savings
- or checking account at your financial institution. Occasionally, honoring
- a Direct Deposit request could delay the refund. If that happens, we will
- issue a paper check instead.
- You will be asked to sign a declaration form, Form 8453, U.S.
- Individual income Tax Declaration for Electronic Filing. Your preparer
- will file this form with the IRS. The declaration form replaces the
- signature part of a paper return and gives your authorization to have your
- return filed electronically. If you choose Direct Deposit, the form also
- allows you to authorize having your refund deposited directly to your
- account, and it AUTHORIZES IRS TO NOTIFY YOUR PREPARER WILL BE HONORED.
- From 8453 in not a power of attorney. It does not authorize your tax
- preparer to receive information from IRS about your tax account.
- Your preparer will give you the required preparer-signed copy of your
- return, including a copy of the completed Form 8453. This material is for
- your records. Do not mail this copy , or your refund may be delayed.

- To Taxpayers Who Have Questions About Their Refunds on Electronic Filing

- 1. IRS will acknowledge to your preparer when the Service accepts your
- electronic return for processing.

- 2. Refund inquiries.
- a. If you filed your electronic return 4 or more weeks ago and you
- have not received your refund, you may contact Tele-Tax. Before you
- call Tele-Tax, please have available the primary social security
- number and filing status shown on your return and the exact amount
- of refund shown on the return. the general Tele-Tax number is
- 1-800-554-4477. However, if you live in the District of Columbia,
- your Tele-Tax number is 628-2929. If you live in one of the following
- counties in California, your Tele-Tax number is 1-800-428-4032:
- Amador, Calaveras, Contra Costa, Marin, or San Joaquin.

- b. If Tele-Tax gives you a date when IRS issued your refund, you
- should receive the refund within a week after that date. If you do
- not have it by then, contact your local IRS office listed in you
- phone book.

- c. If Tele-Tax does NOT give you a refund date and you filed your
- electronic return more than 4 week ago, contact your local IRS office.
- You may be asked for the declaration control number (DCN) for your
- return. (The declaration control number for your return is the
- 14-digit number in the upper right hand corner of your Form 8453.)
- You may also be asked for the date IRS acknowledged your return, which
- your preparer should be able to tell you.

- 3. Direct Deposit
- a. If you elect Direct Deposit, you must give written consent to have
- the refund directly deposited as designated on Form 8453, Part II. THE
- CONSENT ALSO AUTHORIZES IRS TO DISCLOSE TO THE ELECTRONIC FILER
- WHETHER THE DIRECT DEPOSIT HAS BEEN HONORED OR NOT.Your signature
- in Part III of Form 8453 give IRS this consent.

- b. If you file a joint return and choose Direct Deposit, you may
- have the refund credited to a joint account or to the separate
- account of either spouse. If you are married filing separately, the
- Direct Deposit can be made only to your own account or to your joint
- account with your spouse. On you declaration form, Form 8453, please
- be sure to show who owns the account.

- 4. Refund Anticipation Loans
- Examples of refund anticipation loans include actual loans and certain
- other account arrangements based on your expected refund. A refund
- anticipation loan is a contract between the financial institution and you,
- the taxpayer. The Government is not party to the contract, so we cannot
- answers questions about it. Please contact your tax preparer if you have
- any questions about a refund anticipation loan.
